All of the unused GE Cards have punched "filing" holes as seen at the right of the card.
Some of the cards were evidently preprinted with the names of specific GE Retailers. This particular card has been preprinted thusly. The California-based information preprinted on this card points to it's possible provenance as part of the original western U.S. "discovery" hoard of GE cards.
