Here is a modern example of the government's use of the G-10 Permit for official correspondence. This one doesn't have the penalty indicia, but is a scarce example of a modern offical postal card which may not have been widely available to philately. This one looks like it may have only been sent to postal workers - how many of them are stamp collectors I wonder?
