Portola Private Surcharge Postal Card

Here is one of the first "post-GE" revalued postal cards which created a catalog-listing dilemma and furor. It is an early example of a locally authorized revalued postal card. Here we have the surcharging on a message-reply card.

In this case, the Plumas-Sierra Electric Cooperative evidently obtained permission by the local postal authorities to uprate their existing postal cards as part of the print job done on the obsolete cardstock. The reverse of the card was to be used for a meter-reading.
