This is a nice early printed matter rate card with the quite exotic destination of Riga, pre-revolutionary Russia (now Latvia).
It looks as though the card didn't make it to it's recipient in a timely fashion to be useful, if the receiving dates are to be believed. It looks as though it was November before the first Russian receiving marking was applied. The second receiver is probably a month later, the '2' being the last digit in the month of December. This makes for an incredible ten-month transit time at the printed-matter rate!
